摘要(Abstract)：

从施工企业资质管理历史沿革和爆破的发展历程出发,结合住建部发布的《建筑业企业资质标准》和《建筑业企业资质管理规定》,论述爆破行业存在的问题和对策。认为爆破行业存在的主要问题是政府相关管理部门的认识问题,爆破行业缺少综合管理部门,爆破行业相关法律法规标准规范缺乏系统性等。资质是爆破企业赖以生存的重要依托,爆破企业应积极做好新资质标准下企业资质的就位工作,行业协会应努力做好企业与政府相关部门的沟通,以引起政府相关部门的重视。
The existing problems and countermeasures of blasting industry in China were discussed from the perspectives of historical evolution of construction enterprise qualification management and the development course of blasting,combining with " Standards of construction enterprise qualifications" and " Administrative regulations for construction enterprise qualifications" published by Ministry of Housing and Urban-rural Development.The main problems of blasting industry are the recognition of relevant administrative departments of the government,the lack of comprehensive management department for blasting industry,and non-systematic blasting related standards,laws and regulations.The blasting enterprises live by qualification significantly,so they should actively take enterprises into place of the new standards of qualification.The industry society should make efforts to do well the communication with relevant government departments and enterprises to attract the attention of the relevant government departments.
