基于事件树分析法的爆破作业安全管理规范体系Safety management system of blasting operation based on Event Tree Analysis

摘要(Abstract):
针对"法律-法规-标准"为核心内容的爆破作业安全管理规范体系的不足,运用事件树分析(ETA)方法对爆破作业事故、爆炸物品流失事件致因做了定性分析,找出造成爆破作业安全事件的可能途径以及预防途径,探讨了防止爆破作业事故、爆炸物品流失事件的对策和方法,构建了新的"监管-管理-操作"爆破作业安全管理规范体系框架,并在广东省深圳市爆破作业安全管理过程中进行了初步应用。该体系框架更能兼顾爆破作业人员、爆破作业单位、安全监管部门各个层次的安全管理需求,可以有效地将条例、标准与底层的流程、操作融合,从而大大提升爆破作业安全管理水平,可供相关爆破作业单位及安全监管部门参考。
The "laws-regulations-standards" as the core content of the norms system has been formed in the existing safety management of blasting operation.Event Tree Analysis(ETA)method was used to analyze the reasons of blasting operation accidents,incidents caused by the loss of blasting materials qualitatively.The shortcomings of the current system of management practice was pointed out,countermeasures and methods to avoid blasting operation accidents and loss events of blasting materials were discussed.A new norms system frame of safety management for blasting operation was established and carried out preliminarily in Shenzhen.The result showed that it was available for relevant blasting operating enterprises and blasting safety supervision departments.
