摘要(Abstract):
露天爆破具有应用范围广、炸药用量多、安全风险高和受环境影响大的特点。为避免爆破作业发生安全事故或引发民事纠纷,在进行露天爆破作业安全事故统计并具体分析典型案例的基础上,基于《爆破安全规程》规定,对露天爆破有害效应给出了计算方法,同时提出了预防露天爆破事故的安全技术措施和安全管理措施,以期提高爆破作业人员的技术水平和安全意识,规范爆破作业行为,确保爆破本质安全和社会公共安全。
Surface blasting has the characteristics of wide application range, high explosive consumption, high safety risk and being easy to be affected by the environment. In order to avoid safety accidents or civil disputes in blasting operations, this paper, based on the provisions of the "Safety Regulation for Blasting", provides a calculation method for the harmful effects of open blasting based on the statistics of safety accidents in open blasting operations and the specific analysis of typical cases. At the same time, this paper also proposes safety technical measures and safety management measures to prevent open blasting accidents, with a view to improving the technical level and safety awareness of blasting operators, standardizing blasting operation behavior, and ensuring the intrinsic safety of blasting and social public safety.
