摘要(Abstract):
随着城市区爆破作业增多以及爆破环境越来越复杂化,公安机关对爆破作业的安全监管工作任务及难度也逐渐增大。为保障社会公共安全,必须采取行之有效的方法,加强城市爆破作业的安全管理。根据近年杭州市区爆破作业安全监管工作的经验和体会,分析了目前城市区爆破作业管理现状以及存在的问题,提出了有针对性的对策,探讨了公安机关对爆破项目的审批、作业过程安全管理和安全警戒组织实施等几方面监管内容和方法,并通过实例说明了安全监管具体措施。结论认为,针对不同作业环境,采取相应监管措施,做到"五个严格把关",做好服务,确保安全。
With the increase of blasting operations in urban areas and the complexity of blasting environment, the tasks and difficulty of safety supervision of public security organs for blasting operation are also gradually increasing. In order to ensure social public safety, effective methods must be taken to strengthen the safety management of urban blasting operations. According to the implementation of blasting operation safety supervision in Hangzhou City in recent years, the current situation and existing problems of blasting operation management in urban areas are analyzed, and targeted countermeasures are put forward. Several aspects of supervision content and methods such as the approval of the blasting project by the public security organs, safety management of the operation process and the implementation of safety alert organization are discussed, and the specific measures of safety supervision through examples are explained. It is concluded that corresponding regulatory measures should be taken for different operating environments, so as to achieve "five strict checks", to serve well and ensure safety.
