摘要(Abstract)：

针对宁夏大峰煤矿羊齿采区上部水平硐室爆破工程,介绍了公安机关对爆破设计方案、民用爆炸物品的安全管理以及安全警戒等方面进行审批时应要求的事项和程序,重点阐述了各级公安机关在硐室大爆破工程中审批安全管理工作中的责任,以及对设计方案评估的组织和措施落实,保卫警戒工作中的内容和应注意的事项。
Regarding the blasting engineering of horizontal chamber in Yangchi operation zone of Ningxia Dafeng Coal Mine,the paper introduced the required issues and formalities asked from public security department on approval of blasting design scheme,safety management of industrial explosive material and safety guard.And as a special attention,the paper elaborated the responsibilities taken by public security department in different levels for the approval of massive chamber blasting engineering,the organization of evaluation work and measurement implement as well as the coverage of safety guard and the attention items.
