摘要(Abstract)：

本文从民用爆炸物品的双重性入手 ,分析了对民用爆炸物品实行严格管理的目的、意义及必要性。结合对现行管理法规的解析 ,论述了公安机关在民用爆炸物品管理中的职责 ,总结了当前民用爆炸物品管理存在的突出问题。此外 ,探讨了运用计算机手段采集信息、绑定责任的思路 ,以便改进和强化民用爆炸物品管理
In this paper,the aim,significance and necessity about strict management of civil explosive materials are analyzed according to the dualism of civil explosive materials.In the light of explaining actual management rules,the responsibilities of public security organs in management of civil explosive materials are expounded and the outstanding problems in management of civil explosive materials are summed up.Also,the thoughts for consolidation of responsibilities and collection of information by a computer are discussed to improve and strengthen the management of civil explosive materials.
