海上救生烟火信号安全管理规范研究Study on safety management standard of marine distress pyrotechnic signal

摘要(Abstract):
为了维护我国海上利益安全和保障人民群众生命财产安全,进一步加强海上救生烟火信号的安全管理,消除作业中的风险隐患,针对海上救生烟火信号安全管理规范体系构建的背景和过程,结合海上救生烟火信号性质和行业特点,提出了管理制度、执法标准、技术管控和过程管理举措与应用,从健全法规治理、统一执法标准、强化技术管制,以及海上救生烟火信号购买、运输、储存、流向监控等方面提出安全管理规范化建议,可为海上救生烟火信号安全管理规范体系构建提供参考。
In order to maintain the safety of my country's maritime interests and ensure the safety of the lives and property of the people, further strengthen the safety management of the marine distress pyrotechnic signal, eliminate the hidden dangers of risks in the operation, and build the background and process of the construction of the safety management system for sail life. The nature and industry characteristics of the signal, proposed management systems, law enforcement standards, technical control and process management measures and applications. In terms of proposal of standardized safety management, it can provide a reference for the construction of the marine distress pyrotechnic signal safety management standard system.
