上海中心城区大型爆破工程安全管理精细化探讨
Fine safety management of a large-scale blasting project in central Shanghai

摘要(Abstract):

针对上海中心城区拆除爆破环境严苛的情况,为了确保大型爆破工程安全起爆以及保证公共安全和舆论正确引导,以上海中环商务区复杂环境下的4栋百米高层爆破为研究对象。在爆破工程实施过程中,500 m半径范围内采用超宽频谱扫描技术(100~6 000 MHz)管控无人机,将警用红外多频谱无人机搜捕系统用于人员疏散检查;邀请上海地震局进行专业合作参与测振并在爆破后第一时间发出权威准确的信息等管理手段;爆破时实现了爆破区域上方净空,疏散系统无人机探测元的大小达到25μm,成像的清晰确保了爆破周边100 m地面范围人员真空,在保证待爆大楼安全落地的同时,达到了舆论正确引导、社会反映平稳的目的;本工程的成功实施说明,爆破工程从全系统角度进行精细化管理是今后爆破工程管理的发展方向。
In view of the harsh environment of demolition blasting in the central urban area of Shanghai, in order to ensure the safe detonation of a large-scale blasting project and the public safety and correctly guide public opinion, the blasting of 100-meter high-rise of 4 buildings in the complex environment of Shanghai central business district is taken as the research object. During the blasting operation, the police infrared multistory UAV search and capture system was used for personnel evacuation inspection, the UAV was controlled by using ultra wide spectrum scanning technology within 500 m radius(100-6 000 MHz). Shanghai Seismological Bureau was invited to cooperate in professional vibration measurement and to send authoritative and accurate information as soon as possible after blasting. During the blasting, the clearance above the blasting area was achieved, and the size of the UAV detection element of the evacuation system reached 25 μm. The clarity of the imaging ensures that people within 100 m of the blasting area on the ground are vacuumed. While ensuring the safe landing of the building to be blasted, it also achieves the purpose of correct guidance of public opinion and stable social feedback. The successful implementation of the project shows that the fine management, from the perspective of the whole system, is the development direction of blasting engineering management in the future.
