摘要(Abstract)：

由于北京多条高速公路和高速铁路建设全面铺开,促使隧道爆破技术迅猛发展。针对隧道爆破工程地处偏远、爆破作业频繁、作业环境差,爆炸物品的配送和储存与露天爆破大不相同,形成了隧道爆破中爆炸物品安全管理存在危险因素多、安全风险高、管理难度大的特点。为了做好爆炸物品的安全管理工作,在分析隧道爆破作业特点的基础上,提出了爆炸物品安全管理各个环节的控制措施,采用安全监理单位对爆破作业过程实施全程视频监控手段,增强监督作用。实现爆破评估单位、爆破作业单位、爆破安全监理单位、公安机关负责民用爆炸物品公共安全管理部门对爆炸物品的共同监督管理,确保爆炸物品运输、储存、使用各环节的安全。
As the construction of a number of highways and high-speed railways in Beijing has been fully carried out,the tunnel blasting technology has been developing rapidly.In view of the remoteness of the tunnel blasting project,frequent blasting operations,and poor working environment,the distribution and storage of explosives are quite different from those in open blasting.The safety management of explosives in tunnel blasting is characterized by many risk factors,high safety risks and difficult management.For the safety management of explosives,on the basis of analysing the characteristics of tunnel blasting operations,control measures have been proposed for all aspects of safety management of explosives.The safety supervision units should be responsible for the implementation of the whole video monitoring method for the blasting operation,to enhance the supervision.Implementing the joint supervision and management of explosion items by blasting assessment units,blasting operations units,blasting safety supervision units,and public security agencies responsible for the public safety management departments of civil explosives.Ensure the safety of all aspects of transportation,storage,and use of explosives.
