摘要(Abstract)：

结合自己多年城镇石方爆破现场实践,针对爆破工程的安全问题,提出了爆破工程师和爆破监理工程师在设计、施工、验收的全过程中所应有的责任和权力,进而证明新颁布的《爆破安全规程》将爆破安全监理做为强制性条款是十分必要的。
Based on the pratical experience in controlled blasting in built-up area, the author outlined in this paper, the responsibilities and obligations of blasting engineers and supervisors in conducting blasting operation including blast design, actual application and completion of work safety. This paper also provide evidence to support the necessity of mandatory regulations as established in the newly issued Legislations of Safe Blasting.
