摘要(Abstract)：

对露天矿山爆破工程项目进行安全评估,是为了确保爆破工程施工安全和完善公安机关现场监管执法管理依据。针对露天矿山爆破工程的特点,根据现有的法律法规及监管要求,结合浙江省露天矿山周边环境及施工工艺特点,制定出露天矿山爆破安全评估程序,对爆破施工现场安全评估的基本要素逐个进行分析,有针对性地提出科学、合理、可行的安全对策和建议,编制符合项目管理及法律法规要求的文件资料,为公安部门依法审批,监理单位现场监督管理提供可靠依据。
The safety assessment of the open pit mine blasting project is to ensure the safety of the blasting construction and to improve the basis for the on-site supervision and enforcement of public security organs. According to the characteristics of open pit mine blasting engineering and the existing laws and regulations and regulatory requirements, combined with the surrounding environment of Zhejiang open-pit mine and the characteristics of construction technology, the blasting safety assessment procedures for open pit mines is developed, and the basic elements of blasting construction site safety assessment are carried out one by one. The analysis provides scientific and reasonable safety measures and recommendations, and prepares documents that meet the requirements of project management and laws and regulations, and provides a reliable basis for public security departments to approve and supervise on-site supervision and management.
