“疏堵结合、控制源头”的烟花爆竹管理模式FIREWORKS MANAGEMENT MODE OF CONTROLLING PRODUCT SOURCE BY COMBINATION OF GUIDANCE WITH CONFINEMENT

摘要(Abstract)：
作者对北京市近年禁放烟花爆竹出现的反弹现象进行了分析 ,认为禁放出现反弹的原因是多方面的 ,单从燃放烟花爆竹习俗的传统性来看也是必然的 ;同时指出 ,单纯依靠公安机关的禁放执法已不能确保禁放的实施 ,也不能解决当前烟花爆竹安全管理存在的突出问题。作者根据民意调查的数据和结论 ,阐述了既要满足部分群众燃放的需求 ,又要将燃放造成的影响甚至危害控制在可以接受的程度这一普遍的愿望。在研究分析上海市烟花爆竹安全管理现状的基础上 ,提出了“疏堵结合、控制源头”的思路 ,并着重指出 ,堵住非法、伪劣烟花爆竹流入是顺应民意的关键 ,也是确保社会稳定的当务之急
Through studying the rebound phenomenon in prohibition of fireworks over years, author thinks that there are many reasons for the rebound while it is inevitable as viewed from the conventional consuetude alone At the same time,author points out that by simply relying on Public Security department,the prohibition of fireworks is impossible to be realized and the glaring problems existed at present in safety management of fireworks are impossible to be solved Based on the data and conclusion from investigation of public opinion,author expounds the common desire of both meeting the need of setting off fireworks by portion of mass and controlling the impact,even harm,of fireworks to the acceptable extent On the base of studying the present situation of fireworks management in Shanghai,author proposes a though of controlling product source by combination of guidance with confinement and stresses that confining the flow of unlawful and false or bad fireworks is the key to go with popular wishes and also the urgent affairs to ensure the stability of society
